States, counties, and cities have received record federal stimulus money in 2021. Most of the federal funding was authorized under the American Rescue Plan Act (ARPA) which can provide financial support for a wide array of purposes. This unprecedented influx of federal funding presents government agencies with new opportunities to help improve the lives of their citizens and reinvigorate their communities. It also brings significant responsibilities in terms of the appropriate use of funds, proper reporting, and the obligation to use the maximum amount of federal funds available. Federal and state auditors already have begun to examine public agencies’ use of federal stimulus funds.
